As a result of the fresh needs that have arisen in the area of support for research and innovation, in the light of the world-wide economic and technological context, and following the publication, on 30 December 2006, of the new Community Framework for State aid in those areas, it has become essential to revise the 1990 Decree.
The principal innovations in the 2006 Framework have been incorporated in the Bill. We would mention in particular:

the introduction of aid for innovation, which had previously been excluded; |

support for innovative young businesses; |
|
assistance with patent fees in universities, small and medium-sized businesses and research centres; |
|
aid for innovation in processes and organisation; |
|
for experimental development activities, the opportunity for groups of businesses or technological innovation partnerships to choose between subsidies and recoverable advances; |
|
the adaptation of maximum authorised rates, and possible increases if necessary: the rate of subsidy to public research institutions, universities and Hautes Ecoles remains fixed at 100%. Subsidies for approved research centres will be increased to 75%, particularly for industrial activities and experimental development, the financing of patents, technological guidance and monitoring, temporary personnel engagement, etc. |
The Bill also adopts certain definitions contained in the 2006 Community Framework, particularly as regards research stages, and specifies admissible expenses.
The new decree is intended to encourage technological partnerships and optimise research and development resources. It is also a modern tool, well suited to the needs of businesses, and will support and encourage the creation of new business activities.
